The capacitor’s DC steady-state voltage just before closing the switch is v(0-) and, because the capacitor’s voltage is continuous, it’s also its voltage just after the switch is closed, i.e.; v(0+) = v(0-) = 10 V. (= v(0-) = 10 V.)
